Rixos Qetaifan Island North will comprise a 345-key hotel, along with a souq encompassing 11,000sqm of leasing space, a beach club, a theme park, and a waterpark. The resort will boast panoramic views of the Arabian Gulf. Rixos plans to provide a platform for showcasing Qatar as a tourism destination. One of the country’s biggest draws will be Qetaifan Island North’s Waterpark attraction. The Rig 1938 is the world’s highest tower of its kind, reaching 82 metres.

Job Description

Role Overview
The Payroll Supervisor is a key member of the People & Culture team, responsible for ensuring accurate and timely payroll administration that supports HR objectives and maintains full compliance with Qatar Labour Law, WPS regulations, and company policies. This supervisory role involves managing salary calculations, statutory deductions, leave encashments, overtime, and end-of-service settlements, whilst coordinating with HR colleagues, operational teams, and external authorities to maintain comprehensive people data integrity and compliance.

Key Responsibilities

Payroll Administration & People Data Management

Administer monthly payroll for multiple entities, managing fixed and variable components including basic salary, allowances, overtime, deductions, and loans to ensure accurate and timely employee payments
Ensure accurate entry of the new joiner in the HRIS system.
Prepare, validate, and ensure timely submission of monthly department attendance to the Finance department to process salary.
Maintain accurate payroll records and employee data within HRIS/ERP systems, ensuring all information is current, compliant, and supports HR decision-making
Calculate and process End-of-Service (EOS) benefits, final settlements, and leave encashments with precision to support employee transitions and HR compliance obligations
Prepare comprehensive payroll reports and analysis for HR management review, detailing all changes in salaries, allowances, and deductions

Compliance & Statutory Requirements

Ensure full compliance with statutory requirements, including QID renewals, insurance provisions, and GRS obligations to protect employee entitlements and support HR governance
Coordinate with HR on new joiners, leavers, transfers, and contract amendments to maintain accurate payroll records and support seamless employee lifecycle management
Support internal and external audits by providing comprehensive payroll-related documentation and maintain confidentiality of sensitive payroll information in accordance with company policy and legal requirements


HR Collaboration & Team Leadership

Liaise closely with HR teams and operational colleagues to ensure seamless integration of personnel changes into payroll systems and support issue resolution
Provide guidance to junior payroll staff and address employee payroll queries with accuracy and professionalism, fostering a culture of compliance and service excellence


Process Improvement

Contribute to the development and refinement of payroll processes, identifying opportunities for automation and system optimisation to enhance efficiency and employee experience in alignment with HR strategy

Qualifications

**Required Qualifications:**

Bachelor's degree or Master's degree in Business Administration, Human Resources, Finance, or related field
Minimum two years of professional experience in managing payroll operations for large hospitality establishments, including five-star hotels or resorts
Proven experience working in Qatar with comprehensive knowledge of Qatar Labour Law, WPS (Wage Protection System) regulations, and GRS (General Retirement and Social Insurance Authority) requirements
Demonstrated proficiency with Oasys HRIS system and experience with ERP platforms for payroll administration
Strong proficiency in Microsoft Excel and advanced data analysis capabilities for payroll reporting and reconciliation
Excellent command of written and spoken English; Arabic language skills are advantageous
**Preferred Qualifications:**

Professional certification in payroll administration or human resources (e.g., CIPD, APA, or equivalent)
Experience with end-of-service benefit calculations and statutory compliance in Middle Eastern jurisdictions
Proven track record of leading and mentoring junior payroll staff members
Experience in process improvement initiatives and system optimisation within payroll functions
Knowledge of multi-entity payroll administration across different legal entities or business divisions
Strong attention to detail with demonstrated ability to manage complex, confidential payroll information with discretion
